Project Overview
The Construction of The Forest Monitoring & Protection System at Southern Region Saudi Arabia Project is undertaken by El‑Masa El Zahabia Contracting Company to deliver to Saudi Government aims to strengthen environmental protection, wildfire detection, and forest security across the Southern Region of Saudi Arabia. This region—characterized by dense forests, rugged mountains, and high ecological value—requires advanced surveillance infrastructure to support early detection of threats and enhance rapid response capabilities.
The project supports national environmental goals under the Saudi Green Initiative, Vision 2030 sustainability targets, and the Ministry of Environment, Water & Agriculture’s mandate to protect natural resources.
Scope of Work
1. Construction of Camera Towers
– Installation of fixed and elevated camera towers at strategic forest locations.
– Use of steel or reinforced concrete structures designed to withstand wind loads, harsh weather, and remote terrain conditions.
– Integration of solar power systems or hybrid power solutions for off‑grid operation.
– Construction of access routes, foundations, and protective fencing where required.
2. Surveillance & Monitoring Systems
– Deployment of high‑resolution PTZ (Pan‑Tilt‑Zoom) cameras capable of long‑range monitoring.
– Installation of thermal imaging cameras for night‑time and low‑visibility detection.
– Integration of AI‑based analytics for identifying smoke, fire outbreaks, unauthorized activities, and environmental anomalies.
– Real‑time video streaming to a central command center.
3. Communication & Connectivity
– Establishment of wireless communication links, including microwave, LTE, or satellite connectivity depending on site conditions.
– Secure data transmission to regional and national monitoring centers.
– Integration with GIS platforms for mapping and incident tracking.
4. Control Center Integration
– Setup or enhancement of a central monitoring room equipped with video walls, servers, and operator workstations.
– Implementation of alert systems for rapid notification to forestry teams, civil defense, and emergency responders.
– Data storage, retrieval, and reporting systems for long‑term environmental analysis.
5. Testing, Commissioning & Training
– Full system testing including camera calibration, communication checks, and power system verification.
– Commissioning of all towers and monitoring equipment.
– Training forestry personnel on system operation, maintenance, and emergency response procedures.
– Development of operational manuals and maintenance schedules.
Project Objectives
– Provide continuous, real‑time monitoring of forest areas across the Southern Region.
– Enable early detection of wildfires, illegal logging, and unauthorized activities.
– Improve response times for environmental emergencies.
– Support long‑term forest conservation and biodiversity protection.
– Enhance national capabilities in smart environmental monitoring technologies.
